History of Maku Free Zone Organization

The first legal action to establish free zones in its current form was taken based on the law of the first plan of economic, social and cultural development. Islamic Consultative Assembly, just over a decade after the Islamic Revolution, by passing the law of the first plan of economic and social and culture development of Islamic Republic of Iran in February 1990, which contained the general objectives, policies, credits and five-year economic plans of the Islamic Republic of Iran, in accordance with Note 19, allowed the government to establish free trade-industrial zones and hence the first step of legislation on establishing free zones was taken.

The law on administration of free trade-industrial zones of Islamic Republic of Iran was approved by Islamic Consultative Assembly on29.08.1993. According to this law, the following subjects were defined as the main goals of free zones:

  • Accomplishing infrastructures, civil development and economic prosperity,
  • Attracting foreign investment,
  • Boosting public revenue through investment growth,
  • Creating generative employment,
  • Regulating labor and goods market,
  • Salient attending in global and regional markets,
  • Producing and export of industrial and
  • convertible goods
  • Providing public services

Accordingly, and considering the importance of the Bazargan border as one of the most salient land borders in the country and its proximity to the Caucasian countries, the initial idea of creating Maku Free Zone emerged in the early 2002’s. Studies on the establishment of Maku Free Trade-Industrial Zone from 2004 to 2006 were conducted by the Governor of West Azerbaijan. In 2008, the esteemed Board of Ministers submitted the establishment bill of Maku Free Trade-Industrial Zone to the Islamic Consultative Assembly, and in 2010, this bill was approved by the Assembly. Maku Free Zone Organization has been launched since 2012. It would definitely be claimed that before the establishment of Maku Free Trade-Industrial Zone Organization, the whole region had a poor position in the country in terms of necessary infrastructure and development indices, and due to severe restrictions, it could not exploit its potentials to experience development and economic prosperity.
